Problem-reaction-solution (PRS) is a theory that suggests a method for manipulating public opinion and gaining approval for societal controls. The theory is also known as "order out of chaos".

The theory posits that PRS involves three phases:

Create a problem: A problem is engineered or exploited to legitimize the enactment of laws, rules, and restrictions.

Amplify the problem: The issue is broadcast, amplified, and popularized through the media.

Arouse a reaction: The problem is brought to the forefront of public attention, which arouses a strong social demand for action.

The theory is viewed by many as a propaganda technique and a powerful form of mind manipulation.
