Here's how : pick the altitude you want to be the space terminus, then put a space station at that altitude and at a velocity that makes it geostationary. Make sure the station is modular and expandable, to accommodate a lot of mass - at least half the mass of the elevator. Then find a geostationary orbit directly below that station - that's where you put the mass that will unspool into the cable between the earth and the terminus. It won't need to be much lower - it might even end up being connected, but for the thinking, its easier to visualize two discreet masses. The cable unspools in both directions - to the terminal station and the ground. Every point along the line will be geostationary.

That's how to visualize it. You can imagine variations in which there are multiple stations at different altitudes, allowing for access to different orbits. Only the cable between the lowest station and the earth has to be a particularly strong material.

Also we don't need any new materials to do this on the moon. IMO we should make a space elevator on the moon ASAP
