Any consular actions at foreign diplomatic establishments for men aged 18 to 60 who are conscripts, liable for military service, or reservists will be carried out subject to the availability of their military registration documents.

Exceptions include obtaining a certificate for return to Ukraine, consular actions regarding children if the other parent is a foreigner, and inheritance formalities.

Issuance of a Ukrainian citizen's passport and a Ukrainian citizen's foreign passport will be carried out subject to the availability of military registration documents.

P.S. I don't understand the logic! The Ukrainian government is trying to force men who are abroad to come back, while at the same time, they take a bribe of $10k to let men out of the country. Corrupted idiots !

Talking to my Ukrainian refugee friends here, I learned that no one is going back. They love their homeland, but they don't want to become Zelensky's victims, as they put it. Majority of them pursuing the asylum seeker's process.

I moved to the USA 7 years ago. Even before the full invasion I already knew that I will not coming back into the corrupted country that is being sold to the oligarchs and the other counties.

USA is corrupt on the high levels. In Ukraine when I go to the doctor I need to give bribe, I need to pass exam give bribe, I got stopped by police give a bribe, open a business give a bribe.
