It depends on the client. I'm not seeing the spam notifications in iris but in some other clients like primal or nostrudel I see them.

He’s spamming you, but maybe you aren’t using those relays.

I've seen the notes on offchain.pub which I am using all over the place.

im on nostur right now, no spambots here, maybe because im only using 5 relays
