Not always.
For example, in Islam, there are a sub group of the population who have the right to be supported, such as the unable. Those have no responsibility to receive that right.
But mostly, yes, right come with responsibility.
Only if you want to keep them.
Thats the point of positive rights. You have the responsibility to sacrifice yourself to others rights.
