If enough of a demand emerges mechanics will absolutely fill it and it simply won't make business sense for manufacturers to play cat and mouse with hackers as their own customers resent them.

Vice is being a clickbaity calling it a "black market" though. It's a grey market at worst and even that would only be because it violates the ToS which is unenforceable in court.

Nothing illegal about hacking something you own. It's as much of a black market as ECU remapping.
