Yes the policy does not include sending payments for “out of app purchases”. Venmo, cashapp, WoS aren’t subject to the 30% because there’s no in app good/media/content/consumable being paid for. Tipping a post is considered an in app purchase since you’re tipping someone for the specific post (content/media/consumable) you zap.
