Why would a communist launch a speculative attack on the central banks when central banking is one of the core tenants of communism?

If this is true I think it's more likely that Trump knows that the CCP can't lose publicly and and would always react this way and used his understanding of how they'd react to force the scenario outlined here. That is if it's true.
