Small noses are a neotenic feature. More physically developed humans normally have larger curved noses, small noses are an adolescent feature.

Small noses in particular are not Neotenic. It is an epigenetic adaptation to clean air. Large nostrils are for filtering particulates, that's all. The larger the particulate (sand) the longer the columella. The finer the particulate (dust) the shirter the columella. Having an affinity to sand adapted people is just a personal preference.

Yeah, it's deconstructive speculation in evolutionary biology but, it's the best explanation I have found for the nasal mutations within geographic regions. There are sensory explanations as well but they don't seem to explain the evolutionary pressures that would depress the need for heightened olfactory sense in climates like those in Europe.
