Who makes the rules?

Order is emergent
people collectively agree on them. In this context rules are typically very fundamental and very few things (no stealing, no murdering, etc) that basically everyone with common sense can agree upon via voluntary consent.
Injustices typically result from rulers making rules and enforcing these rules via violence (fines/imprisonment/death) in order for the people to agree to submit to such injustices.
The initial "rules" are typically established by the creators, developers, or governing bodies behind the project.
Post-launch changes and improvements are proposed and developed by the community.
Then after passing some consensus mechanism the changes get merged into the main repository by the maintainers to permanently update the protocol, the "rules", if you will.
At least, that's how I understand open protocols to work.
Rules are inherent and aren’t created by people. They are discovered by people but are pre-existent.
