This is not an "us versus spammers" POW, it's suggesting that clients must provide a POW in order to submit a post, as nostr:npub17u5dneh8qjp43ecfxr6u5e9sjamsmxyuekrg2nlxrrk6nj9rsyrqywt4tp laid out here:
