I don't know him, but this seems like the least charitable possible reading of his joke.
Like, people in LA are stereotypically obsessed with their looks and tan a lot. Seems like that's the obvious joke. Shrug.

I haven't seen any racist tendencies in him before, so he'll probably respond and say something about it anyway
