How do I use this signing device to sign messages? Do I need a plugin in my browser?

Or noStrudel also supports the signing device as long as your using google chrome

How useful is a signing device for Nostr? I understand why Cold Walet for Bitcoin, but why signing device for Nostr?

Is a hardware signer even practical for Nostr, since we have to sign for everything we do on here, so the thing has to be whipped out every several seconds when you react, zap, follow, mute, reply, or ANYTHING else you do?

You can delegate common permissions like with amber, I rarely need amber because I allowed amethyst to run free and rarely touch other clients since signer support is so poor.

We have the ability to delegate signing permissions to a child-key now? That could definitely be interesting...

If we're talking about using Amber, then yes. That uses either NIP-55 to sign for apps that are locally installed, such as Amethyst, or NIP-46 to sign remotely, usually for web-apps. In both of those cases, Amber has to have the private key stored locally on the device, or "hot" as you put it.
