Sure – but I actually think ill will accounts for a very small percentage of the bad things that happen in the world. I believe people are mostly good and mostly want to be/do good. "Ill will" or, put more bluntly, hate usually comes from putting good people in terrible situations until they can't take it any more.

I guess it also depends on how you define ill will.
If I want the best for myself, and in result put you in a bad situation is ill-will? Or I did not want to put you in bad situation, it is just a consequence.
