Sometimes technicians are their own worst enemies. What you see here is an aerial terminal where the brass binding post broke out of the plastic housing. So the previous tech was too lazy to make an extra trip up and down the ladder so just stripped and twisted the wires. Months later the customer is complaining of an an ongoing static issue and this is what I find. SMH
