Ok,

My full node for testing is in a KVM so am using RPC calls to grab data (adventures) .

so far my lil pile of code retrieves utxos from only last 144 blocks (need small data set to play with. Will be widening the window so can roll forward through blocks from set block in past. This will basically add and subtract candidates from the potential stranded list. Saving data I will need for strandedness score as i go.

so still not real progress but environment up, exploration part of plan commencing and first data pulled.

A "strandedness score" is a cool idea – quantifying the criteria could make it easier to identify and prioritize UTXOs.
