No. It should be in other layers. Also the best "mixing" is creating a bitcoin economy.
Bitcoin's adoption is in large part due to its neutrality. Privacy, though it *should* be viewed as neutral, is seen as an impediment to the control of the ruling class and is therefore very politically charged (much like healthcare, labor rights, human rights, etc). What we do have is a protocol that can survive the fall of an empire, and can implement privacy bolstering features on top given the right political climate. The protocol layer is not the battlefield for everything, not only is that technocratic quixoticness but it also messes with the simplicity/anti-fragility of the Network. No shortcut through political organizing.
Bitcoin is private. It's the interaction with the legacy system and meat-space that becomes a problem. So it should be solved at that level, not at the protocol level.
Keep Bitcoin simple, that is why it survives.
Correct answer that nobody is saying.
