Binance supports the Lightning Network if I’m not mistaken.

Never done this with Binance, but I guess you would need to create an invoice, from a Lightning wallet like Wallet of Satoshi, for the amount you want to withdraw and during the withdrawal process tell Binance to use that invoice.
