I think they're referring to the buttons they can press to do moderation things, which are indeed hot garbage for Kbin and not much better for Lemmy.

Shitty mods will always be shitty and can be effectively shitty without much in the way of tools, since the shit they need to do to fuel their powertrip is very basic (ban, delete, wank, idk)

Better mod tools ironically help half-decent mods be a bit more nuanced, they're not bad thing. Shitty mods will always be shitty.
