I wonder if there is a place like on reddit or a forum or somewhere, where people can just drop concepts for things like anime, manga, games or software and people can just go there and try to implement one of them.

I, for instance, can't draw to save my live, but have ideas, yet nowhere to put them. So I'd be happy to drop them there for someone else to pick it up and do something with it ^^
