Yep. There must always be better governance. The old forms of governance are morally weak, untrustworthy and incapable of true government which is self-government.

The territorial allotment form of government has seen it's worser days... The governance systems of tomorrow must be akin to overlay districts with many forms of optionality built-in... Duress, compulsion and enslavement must be abolished for all but the most serious of crimes which harm others...
