Bombing a hospital or school can be a "legal" hit. If I remember right Israel also bombed a UN building a while back because there was an active Hamas underground base directly below it that was "stealing" electricity from the UN building.

Example: Russia bombed "hospitals" in Syria that were CIA bases of operation.
