Permission less does not mean decentralized.

For example, you don't need permission to walk into Central Park in Manhattan, but it's run by the New York City government, a central authority.

That's just implicit permission, it can be taken away.. and was taken away in many places during covid

That's a great point. And the same can be said about a lot of the L2s in the altcoin space!
