If I’m making the decision on behalf of everyone without them knowing then it is

of course it must be transparent and allow the users to opt in to see moderated content but I think there is a huge difference between censorship and moderation. first impressions matter and there is nothing wrong with curating the experience for newcomers to nostr.

Perhaps a toggle on signup with a note saying it can be altered in the settings would be a good idea.

Would it only be able to filter out tagged content? That would be a sticking point

Maybe ask on first launch?

The dividing-line between censorship & moderation, is a "moving target"; depending on the totality of the situation, involving dis-agreements between two or more people.

That extremely problematic concept of "Making Judgements", is the difficulty which comes in-to play.
