Idk if folks are having this discussion, but I worry about the precedent of using seized funds for a reserve. I know that the BTC used here is largely from truly criminal enterprises (having previously worked in anti human trafficking ops and seen this for myself), but if all the state has to do to seize BTC is criminalize you, that creates incentive.

The state is already way too eager to criminalize people, especially those who are historically excluded.
