Quick question. So you have to be following the accounts for this to work? Reason I am asking I have several lists there but many on the lists I don’t follow (ie accounts can be added to a list without having to follow the account if that makes sense)

Yes this only checks your "following" list on Twitter, so it would only show accounts you're following. Good point regarding Lists on twitter, I'll look into adding that ability!

Yup that's possible, and you can do that now actually, as long as your list is public.
1. Go to your list page and copy the list number in the URL
2. Go to https://rsslay.nostr.moe and in the "Create a profile for a RSS feed" field, put the following:
https://nitter.moomoo.me/i/lists/*your list ID goes here*/rss
3. It'll then generate a nostr profile of the rss feed of your list!
make sure to add "https://" before the nitter url
How long would it take to populate the feed approximately?
Hard to say, it varies a lot depending on the syncing schedule of both the nitter instance and rsslay.nostr.moe
