My understanding is that your relay list is indeed transmitted as a message between relays - you can see this for example if you use an extension like alby to manage your nostr private key, and on a client like iris.to you hit the "save relays publicly" button, it asks to sign a message that has all of your chosen relays and their read/write permissions.

Well we know that relays only speak to the clients. And clients only connect to relays. So how clients can know such info otherwise? It seems like a nice explanation to me. Also, we know that messages on Nostr have a tags and βkindsβ, like kind 0, kind 1, kind 3 etc. so itβs logical that some of this kinds is a list of relays.
