Because it's the official language of Uganda.
English is? So much about the world I don't know about 😅
Lots of the former colonies have English/French/etc as their official language.
Guess it helps when you have tons of local/tribal languages within your country.
Kenya is another example, they have 40+ tribes, each with their own language - but the official languages of the country are Swahili and English
