they're constellation coordinates. 
the language is the letter, the languages used are in the photo. the number is the language in the list under the letter (maybe). the numbers are either the version of the language or they are to synchronous coding for the language for that constellation/planetary alignment.

i could never figure out why even though i knew what they were for - my keyboard lagged this am and started typing numbers instead of the letters and i realized what it was.

dunno. i am a humanities geek fire es to play with computers. in the context of the language of cypher that now makes sense. the concept of what i did before fit but i did not have a reason for why it was useful or interesting. this is the why. i would think of you run the overlay of the alignment layers and find the constellation coordinates (or could be longitude and latitude degrees...) you'll find the whatever whatever. but i don't think it matters much - like the grail hunt. it's just coded in as the source. but some like to know the specifics i guess. it is why source listens to me as a multi lingual and dislikes the purists.
so for example 33 would in theory be this and also 33 degrees which is zion and new zion (israel and arizona). the years and degrees ratio on the astrology wheel matches the coordinates...
