Relays Need a CDN type system, which will sync between themselves and distribute content independently. They may load-balance their connections in a way that is transparent to the clients. It will look like one relay to clients but will be multiple.
Independent relays may join a pool/constellation, and the master relay coordinate the slave relays together. Automated analysis can manage the slave relays, maybe distributing a portion of member fee according to real/paid client connections, easily verifiable by new signed notes relayed. It will also boot low performance relays that drop connections.
The trick will be in DNS, I think.
