You're quoting the Declaration of Independence. The US Constitution says this rather,

>We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

It doesn't even purport to _codify rights_. Instead, it establishes principles and practices that are used to undermine those very rights.

Am I wrong about that?

exactly right. The DoI mentions that it is "self-evident" that all men are created equal. Then the Constitution codifies the ways in which some men may enforce their will upon others.
