Does it do anything or is it literally just spam? What’s the significance of the relay url?
It's just spam. The relay URL is just telling you where it comes from. Arguably they're trying to bring to light, which relays don't do any sort of spam filtering and are just open for people to use.

I removed the relay that has the spam and it is gone now on mine 🤞
