I’ll take a different angle - I think they are psychological to trigger a child / parent relationship between citizens and government authorities.
Most children have parents who will tell them to buckle their seats, but now all adults have the government!
There are many aspects of our society which promote the child / parent psychological relationship and it makes for a lot of childish adults.
This is a very valid point. The psychological aspects is very real.
