the article says they were held in self custodial wallets!

the reason the freezer works, I believe, is because its not permissionless, aka Tether the institution can stop any outgoing transactions, deeming the coins worthless. but they are in self custodial wallets nonetheless

Good point. Although I didn't explicitly say it, I really meant self custody _their money_, as in money that is uncensorable. If you make enemy with the state then you shouldn't use state controlled payment rails.
