Nostr, the protocol, itself is decentralized. The apps used to connect are built by individuals, but that's just a means to access the decentralized data. Similar to exchanges used to access the blockchain. There's built in checks and balances to make sure the rules are followed but no forced content, ads, narratives, algorithms.
