New users have zero web of trust but they using a large public relays instead. That's bad and is a failure that can be resolved by using the outbox model and smaller relays.

Clients need inbox support. They route the replies to the correct relays.
but if I'm a new user how can I send my reply to your closed relay?
and what if I just want to read what people have replied to you? I use your relays, but they're full of spam because you don't care
