He wants arctic military bases. That's why he also talks about Greenland. Borders don't need to change, though. In the end, he'll get a few bases up there, and then he'll be out of office.

There's a possible benefit... Canadians appear to be as helpless as one can imagine, at the mercy of their communist/criminal government. If they think they're about to be invaded, then maybe they'll buy some guns and learn to shoot. Then, when the invasion doesn't come, people will accidentally be in a much better bargaining position vs their overlords.
