The logic? Hamas makes missile launchers out of plumbing. Therefore, therefore plumbing in everybody's kitchen is a military installation and therefore a legitimate target.

Probably not every kitchen in Gaza is suited for this (for many technical reasons), so after reducing it to "some" kitchens, they decided to remove the missile launchers by asking the civilians to leave and then bomb the kitchens

I put the two together, because I had heard within an hour that Hamas digs up plumbing and then uses it as missile launchers, and also then the president's comments about missiles in kitchens (you should search for it and listen to it, it is fascinating how little control he has of his anger).
