It's called Busashi. Are you in Kyushu? The only place I saw it (and tried it) was in Kunamoto prefecture in a beautiful ryokan (Kurokawa, specifically). Not great. On par with torisashi (yes, raw chicken sashimi) as an experience to try once.

It's pretty good meat... lot leaner than beef/cow meat.

I don't actually have issues with eating horse!
