I know, still, Telegram did enable criminal activities on its platform. Is this okay and what would you do about that? Hide harder? Is that what Anita says in the post?

I think the point is that "criminal activity" in this context is whatever the state wants it to be. And since the comunication on telegram is not encrypted, it is him who put himself in a position of allowing or not allowing someones comunication. In case of public groups, he put himself in position of allowing/not allowing public speech. It's a situation you do not want to be in.
