It is an empty block. That happens in cases where miningpools don't have determined which transactions go into a block. Because a miner is always running, every second that it runs without being able to serve a block, the pool needs to fill by providing an empty block.

Thank you for explaining this too me I figured it was an empty block but I've never seen it before on #btc before, I've only seen those blocks on shitcoins like bsv and bch lol #bitcoin
