Honestly apart from the meat not being refrigerated this is not a terrible looking market. The prices are not super low either, cheaper than here in Prague, yes, but not by much. So if the govt is not involved in any of this (no taxes etc), then farming and trading (your produce) shouldn't be a bad way how to make living in venezuela right now.

Or am I missing something? Is this all state owned and all these people are employees of the state earning nothing from the job?
