There is not "everyone". The message is only shown as inappropriate when you follow somebody that reported the person. And if you follow that person, it invalidated the report.
what if we could mark as not spam? or mark a user for misusing report? and those might counter their reports

You can always report a report. :)
it would good if you could view the reported content on the report tab
all reports made by a user with content would be good too
