Graphene only works on Pixels, as they are the only device that allows you to relock your bootloader using a modified AVB(Android Verified Boot)key.
Graphene is open source so it is possible to build it for other devices, it just won’t be as secure because you would have to leave your bootloader unlocked and you wouldn’t receive any official support.
