One big reason for never complementing a women whom I don’t personally know, is that I’m afraid to seem too forward and make her feel uncomfortable.

Yeah. I mostly get complimented when they're genuinely surprised and don't have time to think it through, or if they're just wondering if it's "real". I get that from women, too, and children.
