Ukrainians with §24 residence status receive Bürgergeld (free money!) in Germany without any obligation to work or pay taxes. There is no immediate requirement for them to take or do a job.
They are allowed to work, but do NOT have to, and benefits like the Bürgergeld are paid to them even without employment... Including even free health care/insurance.
And "free" here means: The Germans pay for that.
Third world refugees have to go through an asylum procedure, must declare their assets and income fully, live in collective accommodation, receive only reduced benefits (asylum seeker allowances) and are not allowed to work for weeks/months. This stuff is well checked and controlled.
Ukrainians under §24 are totally unchecked regarding their income and assets and not treated as regular asylum seekers, but as temporarily protected persons.
