In order to host any content in mainland China, you need a license called an ICP BeiAn. They come in two forms: commercial and personal. You literally can’t open ports 80 and 443 without getting blocked unless you have real name verified yourself against the domain name, IP address, cellphone, identify card, and many documents to declare the intended use of the website. Now that I have a “green card” I’m technically allowed to apply… but typically there are systematic discrimination where the application systems do not (yet… aka: never say never) handle foreigners with a green card.
