this specific congestion is caused by ordinals and btc fixed block size.
everyone saw that coming and warned months ago
So Binance stopped withdrawal of funds due to high fees.

See if you can spot in the second picture at which point this high fee situation resolved, so they could resume letting their customers use their money.
