No. But everyone claims it.
ISIS has been attacking russia for a long time.
They have terrorist cells within their borders and although they're just like nazis, unlike white supremacists, the supporters put a lot of effort into finishing their goals.
There's an agreement to pass along information about groups like isis. America doesn't have to tell hostile countries about these things... but they still do... and they hope those hostile countries return the favor.
