Yes, but messed with is not the same as controlled.

Cloud seeding with salts in very humid air leads to more clouds, and sometimes rain.

Coal smoke particulates lead to additional lightning storms. So do forest fires.

Aircraft sulphate contrails in the stratosphere lead to long-lived cirrus clouds. Mostly not a thing since the 70s.

Aircraft contrails in the troposphere lead to short-lived clouds.

The reason we don't do more is because of the enormous quantities of energy involved. I daresay Helene contained as much energy as the USA's entire nuclear arsenal, but I'd be interested to see hard numbers!
